اقترن مفهوم التنمية المستدامة دوما بمفهوم حماية البيئة مع بروز حاجة أخرى ملحة ظهرت نتيجة الاهتمام العالمي والمحلي على السواء وهي نشر ثقافة الاستدامة بين كافة أفراد المجتمع والشباب الجامعي بصفة خاصة من أجل حماية البيئة وتحقيق الاستدامة البيئية في ضوء التغيرات المناخية.

وقد أولت الدولة المصرية اهتماما لمواجهة التغيرات المناخية باعتبارها قضية تهم البشرية وقضية حاكمة بكل المقاييس تستدعي بصورة كبيرة أن يواجها العالم بمنتهي الحسم والسرعة خلال الفترة القادمة، ومن هذا المنطلق استضافت مصر في مدينة شرم الشيخ نوفمبر 2022م مؤتمر  COP27، لوضع كافة الأطر التنفيذية لمواجهة قضية التغيرات المناخية لما لها من التداعيات السلبية على الاقتصاد المحلي والعالمي والتي تؤثر بصفة كبيرة على التنمية المستدامة.

وقد استهدفت الدراسة التعرف على مدى وعى الشباب الجامعي (بالجوانب المعرفية ، الجوانب الوجدانية ، والجوانب السلوكية) للتغيرات المناخية في ضوء تحقيق أهداف التنمية المستدامة2030م،  وتنتمي هذه الدراسة إلى نمط الدراسات الوصفية وقد تطبيق الدراسة على عينة عشوائية من طلاب كلية الخدمة الاجتماعية جامعة أسيوط ، وتوصلت الدراسة إلى رؤية مقترحة لتنمية وعى الشباب الجامعي بالتغيرات المناخية في ضوء أهداف التنمية المستدامة 2030من منظور الخدمة الاجتماعية.

Abstract:

The concept of sustainable development has always been associated with the concept of environmental protection, with the emergence of another urgent need that emerged as a result of both global and local interest, which is spreading the culture of sustainability among all members of society and university youth in particular in order to protect the environment and achieve environmental sustainability in light of climate changes.

The Egyptian state has paid attention to confronting climate change, as it is an issue of concern to humanity and a ruling issue by all standards that greatly calls for the world to confront it with utmost decisiveness and speed during the coming period.

From this standpoint, Egypt hosted the COP27 conference in Sharm El-Sheikh in November 2022. To put in place all executive frameworks to confront the issue of climate change because of its negative repercussions on the local and global economy, which affect sustainable development.

The study aimed to identify the awareness of university youth (cognitive aspects, emotional aspects, and behavioral aspects) of climate change in the light of achieving the goals of sustainable development 2030, This study belongs to the style of descriptive studies.

The study was applied to a random sample of students from the Faculty of Social Work, Assiut University. The study reached a proposed vision to develop university youth's awareness of climate change in the light of the 2030 Sustainable Development Goals from the perspective of social work.

في ظل الحرب البيولوجية التي شهدها العالم والتي كانت بدايتها ( كوفيد- 19) الذي غير من موازين المعادلة لدى الكثير من المؤسسات الصحية في العالم وخاصة تلك التي تفتقر للحوكمة الالكترونية في إدارة الأزمات وما واجهته من معوقات كثيرة عند التعامل مع أزمة كورونا والأثار المترتبة عليها.

فقد أصبح من الضروري على الإدارة في المؤسسات الصحية التخلي عن النمط القديم في إدارة الأزمات الذي يحمل في طياته جملة من السلبيات وانتهاج النمط الجديد فى إدارة الأزمات الصحية في ظل الحوكمة الالكترونية لتقليل الوقت والجهد.

ومن هذا المنطلق تهدف هذه الدراسة إلى التعرف على أهمية الحوكمة الإلكترونية وأهدافها والتعرف على مبادئ ومتطلبات تطبيق الحوكمة الإلكترونية في إدارة الأزمات بالمؤسسات الصحية. وتعد هذه الدراسة من الدراسات الوصفية التي اعتمدت على منهج المسح الاجتماعي بالعينة للعاملين في مستشفيات العزل بمحافظة أسيوط ، وذلك باستخدام استمارة استبيان من إعداد الباحثة، وقد خرجت الدراسة بمجموعة من التوصيات والمقترحات اللازمة لتفعيل الحوكمة الالكترونية من أجل النهوض بالقطاع الصحي وتحسين أدائه ومنها تفعيل مبادئ وآليات الحوكمة المؤسسية الإلكترونية یُعزز مواكبة التطورات التكنولوجية والتحولات الرقمیة الراهنة وتطبيقها في الإدارة العامة للدولة ، مما یسهم في تحسین جودة الخدمات العامة.

Abstract

In light of the biological war that the world witnessed, which was the beginning of (Covid-19), which changed the balance of the equation for many health institutions in the world, especially those that lack electronic governance in crisis management and the many obstacles they faced when dealing with the Corona crisis and its implications.

Therefore, it has become necessary for management in health institutions to abandon the old pattern of crisis management, which carries with it a number of negatives, and to adopt the new pattern of health crisis management in light of electronic governance to reduce time and effort.

From this point of view, this study aims to identify the importance and objectives of e-governance, and to identify the principles and requirements for applying e-governance in crisis management in health institutions. This study is one of the descriptive studies that relied on a sample social survey approach for workers in Isolation hospitals in Assiut Governorate, using a questionnaire form prepared by the researcher.

The study came out with a set of recommendations and proposals necessary to activate electronic governance in order to advance the health sector and improve its performance, including activating the principles and mechanisms of electronic corporate governance that enhances keeping pace with current technological developments and digital transformations and their application in the state’s public administration, which contributes to improving the quality of public services.

استهدفت الدراسة تحديد مدى إدراك أعضاء هيئة التدريس بجامعة أسيوط للعدالة التنظيمية، تحديد مدى تحقيق الاستغراق الأكاديمي لدى أعضاء هيئة التدريس، تحديد العلاقة بين العدالة التنظيمية وتحقيق الاستغراق الأكاديمي بجامعة أسيوط، وتحديد دور التخطيط في تحقيق الاستغراق الأكاديمي بجامعة أسيوط، وصولاً إلى خطة عمل مقترحة لتفعيل العدالة التنظيمية لتحقيق الاستغراق الأكاديمي بجامعة أسيوط، تعد هذه الدراسة من الدراسات الوصفية، اعتمدت الدراسة على المنهج العلمي باستخدام منهج المسح الاجتماعي بالعينة لأعضاء هيئة التدريس بجامعة أسيوط وعددهم (354) مفردة، وتمثلت أداة الدراسة في استبيان لأعضاء هيئة التدريس بجامعة أسيوط، وتوصلت نتائج الدراسة إلى وجود علاقة طردية دالة احصائياً بين العدالة  التنظيمية وتحقيق الاستغراق الأكاديمي بجامعة أسيوط.

This research includes working on developing the cognitive, behavioral and emotional aspects of environmental officials from environmental Observers in the different dimensions of climate justice in light of the application of a specialized program that includes many important techniques, skills and strategies that meet the goals hoped to be achieved as a result of applying this research in order to help these environmental Observers develop their social performance and their service and administrative role in preserving the environment and confronting increasing climate changes and dealing with their risks and negative effects on humans
The research aimed to test the relationship between the use of professional intervention in group work method and developing the awareness of environmental Observers of the dimensions of climate justice. It relied on the use of the experimental method, which is one of the methods appropriate to the nature of the study as it is one of the quasi experimental studies. A scale was used applied to environmental Observers working in the Environmental Affairs Initiative at the General Diwan of the Governorate, including the three dimensions of awareness, which are the cognitive, behavioral and emotional aspects, applied before conducting the experiment, applying the professional intervention program and after completing the application
The results of the study proved the validity of its main hypothesis and its sub
hypotheses, and that there are positive differences with statistical significance between the use of professional intervention in the method of working with groups and developing the awareness of environmental observers of the dimensions of climate justice in favor of the dimensional measurement.

This research includes the role of the method of group work in developing climate justice and its dimensions among environmental observers, according to what the method of group work includes in terms of effective programs, roles and techniques that contribute to supporting and building the capacities of environmental officials in light of the interactions and group discussions that support social relations. Therefore, the research aimed to define the concept of climate justice among environmental observers as a first goal, and the second goal was to define the programs that can be relied upon as a method of group work to develop the dimensions of climate justice among environmental observers.
The research relied on the method of desk study by listing and analyzing what conferences, seminars and scientific discussions resulted in and what the available theoretical heritage contained about the role of the method of group work and developing the dimensions of climate justice among environmental observers from the perspective of the method of group work.
The research reached a set of results that helped achieve its desired goals, which is that it is necessary to develop the awareness of environmental observers of the concept of climate justice and its dimensions from various cognitive, behavioral and emotional aspects. The research results also showed that the most important activities that can be used to develop the awareness of observers Environmentalists with climate justice dimensions are cultural, artistic, social and religious activities such as seminars, group discussions, lectures, workshops, etc.
