Assiut Faculty of Law organizes a seminar to promote the role of the legal portal for Egyptian legislation.

Assiut University's Faculty of Law is organizing a seminar to promote the role of the Egyptian Legislation Portal.

Assiut University, represented by its Faculty of Law, will hold a seminar on Sunday, February 22, 2026, entitled: "Promoting the Role of the Egyptian Legislation Portal at the Cabinet in Supporting Law Students." The seminar is being held in cooperation with the Information and Decision Support Center and sponsored by Al-Taamir Cement Company, a building materials manufacturing company. During the seminar, approximately 2,500 students from the Faculty will receive accounts on the Legal Portal to support their education and develop their legal research skills.

Dr. Ahmed El-Menshawy, the University President, emphasized that holding the seminar reflects the University's commitment to strengthening cooperation with state institutions and the industrial sector. He praised the important role of the Legal Portal in providing reliable legislative resources that contribute to preparing qualified legal professionals capable of keeping pace with legislative developments.

For his part, Dr. Dweib Hussein Saber, Dean of the Faculty, explained that the initiative represents a significant step in supporting law students academically and in research. He emphasized that providing students with electronic accounts allows them to access legislation and judicial rulings accurately and systematically, thus enhancing their academic and research capabilities.

Dr. Ragab Mohamed El-Sayed Kahlaoui, Vice Dean for Education and Student Affairs, pointed out that the seminar is part of the Faculty's plan to develop the educational system and integrate modern digital tools into the academic process, contributing to raising students' efficiency and preparing them for the job market.

This event underscores the importance of partnerships between state institutions and the industrial sector in supporting university students and solidifying the concept of social responsibility in building and developing young legal professionals.

Dr. Ahmed El-Menshawy, President of Assiut University, received a delegation from the Information and Decision Support Center of the Cabinet, headed by Counselor Ahmed Mahrous, Assistant Advisor to the Prime Minister and Head of the Center, at his office on Sunday morning, February 22. The meeting took place ahead of the seminar entitled: “Enhancing the Role of the Egyptian Legislation Portal at the Cabinet in Supporting Law Students.”

The meeting was attended by Dr. Ahmed Abdel-Mawla, Vice President of the University for Education and Student Affairs; Dr. Doueib Saber, Dean of the Faculty of Law and Legal Advisor to the University President; Dr. Ragab Mohamed El-Sayed, Vice Dean of the Faculty for Education and Student Affairs; and Dr. Moamar Rateeb, Vice Dean of the Faculty for Community Service and Environmental Development.

The delegation also included Mr. Tamer Abdel Hamid, Executive Director of the Legal Portal; Dr. Rania Lashin, Media and Marketing Consultant; Mr. Abu Al-Hamd Hamouda, Director of the Central Administration of the Al-Taamir Cement Factory in Assiut; and representatives from the Building Materials Industries Company – Al-Taamir Cement (BMIC).

At the beginning of the meeting, Dr. Ahmed Al-Minshawi welcomed the delegation, expressing his appreciation for holding the seminar at the university. He noted that this exemplifies the integration between state institutions and universities, supported by BMIC, which contributes to developing the educational process and enhancing the capabilities of law students.

The university president emphasized that enabling students to use the Legal Portal for Egyptian legislation in an advanced manner is a crucial step towards developing their legal research and analysis skills. He pointed out that providing a comprehensive and up-to-date digital legislative database contributes to supporting the educational system and establishing a culture of scientific research based on accuracy, speed, and systematic linking between legislative texts and judicial rulings.

Dr. Ahmed El-Menshawy commended the social role of Building Materials Industries Company – Al-Taamir Cement (BMIC), emphasizing that its support for this initiative reflects a clear commitment to its social responsibility and a belief in the importance of investing in youth awareness and equipping them with scientific and practical skills.

For his part, Advisor Ahmed Mahrous expressed his pleasure at visiting Assiut University, praising its academic standing and its pioneering role in preparing distinguished professionals in various fields. He affirmed the center's keenness to enhance cooperation with the university to support students and provide them with access to modern digital tools.

Professor Abu El-Hamd Hamouda also emphasized the company's commitment to continuing its support for educational and training initiatives that contribute to preparing students with modern knowledge tools, thus enhancing their readiness for the job market and bridging the gap between academic study and practical application.

At the conclusion of the meeting, Dr. Doueib Saber and Professor Abu El-Hamd Hamouda presented commemorative shields to Dr. Ahmed El-Menshawy in appreciation of his ongoing support for educational activities and academic events, and his efforts in strengthening institutional partnerships that contribute to advancing the educational process.

In line with Assiut University's commitment to supporting the educational process and enhancing legal research tools for its students, and under the patronage of Dr. Ahmed El-Menshawy, the university president, the Faculty of Law organized an introductory seminar entitled: “Enhancing the Role of the Egyptian Legislation Portal at the Cabinet in Supporting Law Students.” The seminar was held on Sunday, February 22, 2026, in Hall 8 of the Administration Building.

The seminar was held in cooperation with the Information and Decision Support Center of the Cabinet and Al-Taamir Cement Company (BMIC), the official sponsor of the Legal Portal. During the event, free accounts were granted to law students participating in the initiative, supporting the educational process and enriching their academic achievement.

The seminar was held under the supervision of Dr. Ahmed Abdel-Mawla, Vice President of the University for Education and Student Affairs; Dr. Doueib Hussein Saber, Dean of the Faculty of Law and Legal Advisor to the University President; and Dr. Ragab Mohamed El-Sayed, Vice Dean of the Faculty for Education and Student Affairs.

The event was attended by high-level leaders from the Information and Decision Support Center, who oversee the initiative to provide Assiut University Faculty of Law students with free accounts on the Egyptian Legislation Portal. These leaders included: Counselor Ahmed Mahrous, Assistant Advisor to the Prime Minister and Head of the Center; Mr. Tamer Abdel-Hamid, Executive Director of the Legal Portal; and Dr. Rania Lashin, Media and Marketing Advisor. Representatives of the initiative's sponsor also attended, including Mr. Abu El-Hamd Hamouda, Director of the Central Administration of El-Taameer Cement Factory – Assiut, representing Dr. Sayed Hussein, Chairman and Managing Director of Building Materials Industries Company (El-Taameer Cement), along with a number of the company's leaders.

Also in attendance were Dr. Abdel Fattah Bahij, Dean of the Faculty of Sharia and Law in Assiut; Dr. Mo'ammar Rateeb, Vice Dean of the Faculty of Law in Assiut for Community Service and Environmental Development; Dr. Ahmed Suleiman Abdel-Radi, Vice Dean of the Faculty for Graduate Studies and Research; a number of faculty members and staff; and a large group of students.

Dr. Ahmed El-Menshawy emphasized that organizing the introductory seminar on enhancing the role of the legal portal for Egyptian legislation reflects the university's commitment to supporting its students, empowering them intellectually and technically, and setting them on the right path toward academic and professional excellence.

Dr. El-Menshawy explained that providing free accounts for law students on the legal portal represents an important step in enhancing legal research skills and bridging the gap between theoretical study and practical application. This is achieved by enabling students to access up-to-date legislation, judicial rulings, and accurate and reliable legal principles, thus enriching their academic achievement and preparing them effectively for the job market.

The university president noted that the initiative embodies a successful model of partnership between state institutions and the industrial sector within the framework of social responsibility. He emphasized the university's commitment to expanding cooperation with various entities to support digital transformation, enhance the educational process, and cultivate a cadre of young legal professionals capable of meeting challenges and actively contributing to national development.

Dr. Ahmed Abdel-Mawla affirmed that the symposium reflects the importance of partnerships between state institutions and the industrial sector in supporting university students and solidifying the concept of social responsibility towards developing and qualifying young legal professionals. He added that the symposium aims to equip students with skills and expertise in various legal disciplines, urging them to utilize the free legal research and legislative portal services provided to them to support their education and enrich their academic achievement.

Dr. Dweib Hussein Saber explained that organizing the seminar aligns with the college's vision for continuous development and its commitment to equipping students with the latest knowledge and technological tools to help them excel. He emphasized that strengthening the role of the Egyptian Legislation Portal is a truly strategic step in supporting the educational process, as it serves as a robust academic platform providing accurate and reliable access to legislation, judicial rulings, and legal principles. He noted that providing portal accounts to approximately 2,500 students from the college places an advanced tool at their disposal that supports legal research, develops analytical skills, and prepares them for the job market with competence and capability.

For his part, Counselor Ahmed Mahrous affirmed that the seminar stems from a belief in the necessity of supporting law students and empowering them with modern research and knowledge tools, as well as providing accurate and reliable legislative sources that enhance their research and professional capabilities. He pointed out that providing outstanding students with free accounts serves as a motivating message to other students about the importance of commitment and diligence. He also expressed his gratitude to the sponsoring company, which sets a commendable example of social responsibility and constructive partnership.

Professor Abu Al-Hamd Hamouda, Director of the Central Administration of Al-Taamir Cement Factory in Assiut, affirmed that the partnership with Assiut University, a prestigious educational institution, reflects an ambitious vision for the future. It aims to formulate strategic axes based on the pillars of digital transformation and legal empowerment, through developing the legal information infrastructure, supporting young legal professionals, and enhancing corporate social responsibility to contribute to addressing shared challenges.

Professor Tamer Abdel Hamid, Executive Director of the Legal Portal, presented an overview of the portal, explaining that it serves diverse groups, including decision-makers, companies, judges, lawyers, students, researchers, and the general public. The portal includes a comprehensive legal database, an intelligent search assistant, a digital legal library, an instant translation service for legal texts, a legislative relationships tree, daily updates of legislation, a digital case management system, and various training programs and events, including campaigns.

Professor Dr. Doueib Hussein Saber, Dean of the Faculty of Law at Assiut University, along with the esteemed Counselor, the Vice Deans, and faculty members, extend their heartfelt congratulations and best wishes to Counselor Dr. Mahmoud Helmy El-Sherif on his appointment as Minister of Justice in the new government. They wish him continued success in fulfilling his national duty to invest in the judiciary, further developing it, and strengthening its integrity.

The Dean emphasized his immense pride that the Minister of Justice is a graduate of the Faculty of Law at Assiut University. This clearly demonstrates the Faculty's distinguished academic reputation and its pioneering role in preparing qualified individuals and judges who assume high-ranking positions in the government.

His Excellency explained that the Minister had risen through the ranks of the Public Prosecution, progressing through various levels to become Vice President of the Court of Cassation and Assistant Minister of Justice, demonstrating his competence and experience, including his appointment.

All the rights groups in Assiut extended their congratulations and renewed their prayers for His Excellency's success in his national mission, for the good of the nation and the consolidation of the foundations of justice.

Under the auspices of Dr. Ahmed El-Menshawy, President of Assiut University, the Faculty of Law organized a scientific visit to the Information and Decision Support Center of the Cabinet in the New Administrative Capital. The visit aimed to familiarize students with the vital role the center plays in supporting government decision-making and enhancing the strategic planning system of the Egyptian state.

The visit was supervised by Dr. Dweib Saber, Dean of the Faculty, Dr. Ragab El-Kahlawy, Vice Dean for Education and Student Affairs, and a delegation of faculty members who oversaw the group of 38 students.

The Faculty delegation was received at the Center by: Counselor Ahmed Mahrous, Advisor to the Assistant Prime Minister and Director of the Information and Decision Support Center; Dr. Rania Lashin, Advisor to the Head of the Journalists Syndicate for Media Technology and Electronic Media Affairs; and a number of leaders from the Information and Decision Support Center, including Dr. Khadija Arafa, Head of the Central Department for Community Outreach; Professor Amani Farouk; Dr. Yasser Darwish, Director General of Public Relations and Protocol; and Tamer Abdel Hamid, Executive Director of the Egyptian Legislation Portal.

Dr. Dweib Saber noted that the visit to the Center comes within the framework of the University administration's full support for the Faculty of Law and its commitment to strengthening institutional cooperation between Egyptian universities, think tanks, state institutions, and the private sector. This cooperation contributes to preparing legal and research professionals who are aware of the role of the state and the mechanisms of its institutions, and serves the goals of sustainable development and the building of the Egyptian citizen. The Center is one of the most important intellectual and institutional edifices in the Arab region, given its pivotal role in supporting decision-makers and building public policies on sound scientific and knowledge-based foundations.

He added that the center reflects the Egyptian state's vision of building a modern state based on knowledge, scientific analysis, and strategic planning in managing its public affairs, thanks to its vast databases, advanced analytical systems, and specialized research expertise, which contribute to supporting major executive decisions within the state.

He praised the warm welcome and excellent organization, as well as the specialized scientific explanation provided by the center's leadership regarding its tasks, roles, achievements, and the regional and international awards it has received. He also commended the awareness initiative it offers in cooperation with some private sector companies, targeting approximately 2,500 law students at Assiut University. This initiative aims to enhance their legal awareness by providing them with accounts on the Egyptian legal legislation portal, thus contributing to bridging the gap between academic study and practical application and solidifying legal culture among students.

During the visit, the college students learned about the pivotal role the center plays in supporting decision-makers. This support is provided through the preparation of analytical studies, the development of databases, and the provision of forward-looking scenarios that contribute to improving the efficiency of public policies and enhancing the quality of government decisions. The center's efforts in strengthening institutional communication, promoting legal awareness, and making legislation and executive decisions accessible to decision-makers, researchers, and students were also reviewed. Furthermore, the center's work in enhancing transparency, building community awareness, and combating rumors, particularly in light of rapid digital transformations, was highlighted.

The visit also included the presentation of the Assiut University Shield to Dr. Osama El-Gohary, Assistant to the Prime Minister and Director of the Information and Decision Support Center, in recognition of his role and the center's efforts in supporting government decision-making and promoting knowledge-based institutional work. Professor Amani Farouk accepted the shield on his behalf.

As part of the college’s commitment to developing awareness and culture among its students, the delegation visited the Cairo International Book Fair, and inspected the various pavilions of the exhibition and the valuable books they contained in various fields, including the pavilions of the Ministries of Defense and Interior, where they congratulated those in charge of the Ministry of Interior’s pavilion on the occasion of Police Day. The college’s shields were also presented to the officials of the two pavilions in appreciation of the efforts of the police and army personnel in protecting the security and stability of the nation.

Dr. Ahmed El-Menshawy, President of Assiut University, and Dr. Sabreen Abdel-Galil, President of Luxor University, signed a joint cooperation protocol between the Faculties of Law at Assiut University and Luxor University on Sunday, February 1, 2026. This protocol aims to support and enhance academic and scientific cooperation between the two universities and expand partnerships in undergraduate education and postgraduate programs.

The signing ceremony was attended by Dr. Ayman Ashour, Minister of Higher Education and Scientific Research, Dr. Mustafa Refaat, Secretary of the Supreme Council of Universities, and members of the Council, at the Luxor National University campus.

Dr. Ahmed El-Menshawy emphasized the importance of this protocol, noting that it aims to strengthen cooperation in the fields of education, teaching, and scientific research, as well as organizing seminars and scientific conferences, implementing training and research programs at the postgraduate level, and cooperating in legal consultations, investigations, and disciplinary boards, all in accordance with applicable legal regulations and bylaws.

For his part, Dr. Dweib Hussein Saber, Dean of the Faculty of Law at Assiut University, explained that the protocol stipulates allowing applications for postgraduate programs at the Faculty of Law, including postgraduate diplomas, pre-diploma courses, pre-doctoral courses, and registration for master's and doctoral theses. Faculty members from the Faculty of Law at Assiut University will teach the courses to students from Luxor University, ensuring a unified academic standard and equal educational opportunities.

The protocol also outlines the procedures for registration and enrollment according to the regulations in place at the Faculty of Law at Assiut University. Luxor University will provide the necessary administrative staff, under the administrative and academic supervision of the Faculty of Law at Assiut University. Some registration and enrollment procedures may be completed at the Faculty of Law at Assiut University.

Dr. Ahmed Al-Minshawi affirmed that the signing of this protocol comes within the framework of Assiut University’s keenness, as the mother university for the universities of Middle and South Upper Egypt, to support sister universities and transfer its academic and scientific experiences, in a way that contributes to improving the educational system and serving the community, pointing to the historical and scientific status enjoyed by the Faculty of Law at Assiut University as one of the oldest faculties of law at the level of the Republic.
